WORKERS’ ASSOCIATION REGISTRATION

RATIONALE

  Workers’ Association Registration refers to the process of determining whether the application for registration of such organization complies with the documentary requirements prescribed under Rules 3 and 4 of DOLE Department Order No. 40-03, as amended.

  Under PD 442 of the Labor Code of the Philippines, as amended, the DOLE is mandated to process the application for registration of workers’ association organized for the mutual aid and protection of its members or for other legitimate purposes except collective bargaining in order for them to acquire legal personality.

CLIENT(S) / APPLICANT(S):
  Working Youth, Overseas Filipino Workers and their dependents, Persons with Disabilities, Displaced Workers and all other workers, including ambulant, intermittent workers, the self-employed, rural workers, senior citizens, women group, indigenous people, informal sector, rebel returnees, parents of child laborers and those without definite employers.

Requirements

  1. Duly accomplished and notarized application form;
  2. Name of the association officers, their addresses and contact numbers;
  3. Minutes of organizational meeting and attendance sheet;
  4. List of members;
  5. Financial Report if in existence for at least one (1) year;
  6. If less than 1 year, and has not collected any amount, a certification to this effect;
  7. Constitution and By-Laws accompanied by the names and signatures of ratifying members;
  8. Minutes of adoption or ratification of the constitution and By-Laws, date/s when ratification was made and list of ratifying members;
  9. Minutes of adoption or ratification is not required if it is done simultaneously with the organizational meeting and the same is reflected in the minutes of the organizational meeting including the date/s when ratification was made and list of ratifying members.

    1 Apply online thru www.blr-ours.dole.gov.ph
    2 Scan documentary requirements and submit online. Generate and print application form for notarization. Review the online submitted documents. If complete, send appointment email or reply thru chat box provided by the system. If not, message applicant for lacking documents. Provincial/Field Office Focal Person Within four (4) hours
    3 Submit notarized application form and documentary requirements (hard copy) to DOLE Provincial/Field Office. Review original application form and documentary requirements and issue order of payment. Provincial/Field Office Focal Person Within two (2) hours
    4 Get order of payment and pay to the Special Disbursing Officer (SDO) the registration fee. Issue Official Receipt (OR) Special Disbursing Officer (SDO) Within two (2) hours
    5 Present OR to the Provincial/Field Focal Person Generate and print Certificate of Registration Provincial/Field Office Focal Person Within one (1) day
    6 Approve Certificate Provincial/Field Office Head
    7 Record registration in the logbook and inform applicant that certificate is available for release. Provincial/Field Office Focal Person

    2 Submit filled-out application form and documentary requirements (hard copy) to DOLE Provincial/Field Office. Review application form and documentary requirements. If complete, encode applicant’s details and scan documentary requirements online thru www.blr-ours.dole.gov.ph and generate application form from the system. Provincial/Field Office Focal Person Within four (4) hours
    3 Submit notarized application form together with the documentary requirements to DOLE Provincial/Field Office. Issue Order of Payment Provincial/Field Office Focal Person Within two (2) hours
    4 Get order of payment and pay to the Special Disbursing Officer (SDO) the registration fee. Receive payment and issue Official Receipt (OR) Special Disbursing Officer (SDO) Within two (2) hours
